A problem is something you can do something about. If you can't do something about it, then it's not a problem, it's a predicament. That means it's something that must be coped with, endured.
We can't expect to solve problems if all we do is tear each other down. You can disagree with a certain policy without demonizing the person who espouses it.
Heaven forbid we've got a problem where we could have prevented a terrorist attack or apprehended someone who is engaged in dangerous activity, but we didn't do so simply because of inaction in the Senate.
