Education is implication. It is not the things you say which children
respect; when you say things, they very commonly laugh and do the opposite.
It is the things you assume which really sink into them. It is the things
you forget even to teach that they learn.
We all learn by imitating, as children, as students, as novices in the world of business. And then we grow up and learn to blend our innate abilities with the rules or principles we have learned.
What right has any human being to talk of bringing up a child? You do not bring up a tree or a plant. It brings itself up. You have to give it a fair chance by tilling the soil.
Now, today, some children are enrolled in excellent programs. Some children are enrolled in mediocre programs. And some are wasting away their most formative years in bad programs....That's why I'm issuing a challenge to our states: Develop a cutting-edge plan to raise the quality of your early learning programs; show us how you'll work to ensure that children are better prepared for success by the time they enter kindergarten. If you do, we will support you with an Early Learning Challenge Grant that I call on Congress to enact.
