It is imperative to contest all factions for complete victory, so the army is not garrisoned and the profit can be total. This is the law of strategic siege.

By taking these steps, and only by taking these steps, the Iraqi regime has an opportunity to avoid conflict. These steps would also change the nature of the Iraqi regime itself. America hopes the regime will make that choice.
The Great War differed from all ancient wars in the immense power of the combatants and their fearful agencies of destruction, and from all modern wars in the utter ruthlessness with which it was fought.
This is a global war on terror. We're facing extremists that believe something. And they want to achieve objectives. And, therefore, the United States must use all our assets and we must work with others to defeat this enemy. That's the call.
