In your hands, my dissatisfied fellow countrymen, and not in mine, is the momentous issue of civil war. The government will not assail you.... You have no oath registered in Heaven to destroy the government, while I shall have the most solemn one to preserve, protect and defend it.
While the people retain their virtue and vigilance, no administration, by any extreme of wickedness or folly, can very seriously injure the government in the short space of four years.
Once more: there are three offices according to whose directions the highest magistrates are chosen in certain states - guardians of the law, probuli, councilors - of these, the guardians of the law are an aristocratical, the probuli an oligarchical, the council a democratical institution.
We want to go in for suffering, and there may be torture. If we put the women in front the Government may hesitate to inflict on us all the penalty that they might otherwise inflict.

The goodness or badness, justice or injustice, of laws varies of necessity with the constitution of states. This, however, is clear, that the laws must be adapted to the constitutions. But if so, true forms of government will of necessity have just laws, and perverted forms of government will have unjust laws.
What I worry about would be that you essentially have two chambers, the House and the Senate, but you have simply, majoritarian, absolute power on either side. And that's just not what the founders intended.
A government can be compared to our lungs. Our lungs are best when we don't realize they are helping us breathe. It is when we are constantly aware of our lungs that we know they have come down with an illness.
