My solution to the problem of unleashing creativity is always to set up a target. The best example of this was the Apollo project in the United States.
Evaluation is creation: hear it, you creators! Evaluating is itself the most valuable treasure of all that we value. It is only through evaluation that value exists: and without evaluation the nut of existence would be hollow. Hear it, you creators!

Every improvement or innovation begins with an idea. But an idea is only a possibility - a small beginning that must be nurtured, developed, engineer, tinkered with, championed, tested, implemented and checked ideas have no value until they are implemented.
We are all creative, but by the time we are three of four years old, someone has knocked the creativity out of us. Some people shut up the kids who start to tell stories. Kids dance in their cribs, but someone will insist they sit still. By the time the creative people are ten or twelve, they want to be like everyone else.
