'That is the story. Do you think there is any way of making them believe it?'
' Not in the first generation', he said, 'but you might succeed with the second and later generations.'
No one punishes the evil-doer under the notion, or for the reason, that he has done wrong -- only the unreasonable fury of a beast acts in that way. But he who desires to inflict rational punishment does not retaliate for a past wrong, for that which is done cannot be undone, but he has regard to the future, and is desirous that the man who is punished, and he who sees him punished, may be deterred from doing wrong again.
I fear this is not the right exchange to attain virtue, to exchange pleasures for pleasures, pains for pains and fears for fears, the greater for the less like coins, but that the only valid currency for which all these things should be exchanged is wisdom.
Wherefore also these Kinds [elements] occupied different places even before the universe was organised and generated out of them. Before that time, in truth, all these were in a state devoid of reason or measure, but when the work of setting in order this Universe was being undertaken, fire and water and earth and air, although possessing some traces of their known nature, were yet disposed as everything is likely to be in the absence of God; and inasmuch as this was then their natural condition, God began by first marking them out into shapes by means of forms and numbers.
