The art of government is the organization of idolatry. The bureaucracy consists of functionaries; the aristocracy, of idols; the democracy, of idolaters. The populace cannot understand the bureaucracy: it can only worship the national idols.
There is the eternal war between those who are in the world for what they can get out of it and those who are in the world to make it a better place for everybody to live in.
